The short version: replacing a sewer line in Calgary needs a plumbing permit, locates through Utility Safety Partners plus a private locate for your own lateral, and an inspection before backfill. The City's published position is that it owns the section from the main to the property line and the owner owns the rest. Most jobs take days on site and weeks on the calendar.
- Permits, locates and inspection apply to every method, including trenchless.
- The property line, not the sidewalk, is where responsibility changes hands.
- Keep the videos, permit and as-built sketch together for resale and future repairs.

01 /About these answers
These are the questions Calgary homeowners most often ask while planning a sewer replacement, answered from the process side: permits, locates, digging, inspection, restoration and records. Where an answer depends on a City rule, it says so; confirm anything address-specific through 311. FAQAll questions
Does replacing a sewer line in Calgary need a permit?
Yes. The City of Calgary lists replacing water and sewer lines in or around the home as work that needs a plumbing permit. A hired contractor applies in its own name; an eligible owner doing the work personally can get a homeowner permit.
Who applies for the City of Calgary plumbing permit?
Whoever does the work. Contractors apply for their jobs, and to pull trade permits in Calgary a business registers as a City Qualified Trade and holds a contractor business licence. A homeowner permit is only for owners doing the work themselves.
Is DIY sewer line replacement allowed in Calgary?
If you are the legal owner, live in the home or intend to, and do the work yourself, the City issues homeowner plumbing permits. The work must still pass inspection, and deep excavation carries serious risks. Many owners hire the dig and do the prep and restoration.
Will the City of Calgary fix my sewer line?
The City maintains its own section, from the main to the property line. If a camera shows a defect there, report it to 311 with the footage and distances. The City decides responsibility and does not repair the private section.
Who is responsible for sewer line repair in Calgary?
The City's published position is that it owns and maintains the sanitary service pipe from the main to the property line, and the homeowner owns and maintains it from the property line to the house.
Is the boulevard in front of my house my property?
Usually not. The City's excavation permit page includes the area between the property line and the sidewalk, and between the sidewalk and the curb, in the road right-of-way. Digging there needs a City excavation permit.
How much notice do utility locates need?
Utility Safety Partners asks for at least three full working days' notice for a routine request and has warned that high-volume periods can stretch responses to 5 to 10 business days.
Will the locators mark my sewer line?
No. Customer-owned lines, including water and sewer service lines, are not marked by Utility Safety Partners' members. A private locator traces your lateral, usually with a sonde on the camera cable.
How deep is my sewer line?
In a Calgary basement home, the lateral leaves under the basement floor, so depths around 2 to 3 m or more are common, increasing toward the street. A sonde depth reading at three points gives a planning estimate.
Why does my contractor need a trench box?
Alberta's OHS Code requires protection before workers enter an excavation more than 1.5 m deep and closer to the wall than its depth. A trench box or sloped walls provide it; most Calgary laterals are deeper than that.
Can a sewer line be replaced in winter in Calgary?
Yes. Frost adds a day or two of breaking or thawing, backfill is harder to compact, and surfaces are often restored temporarily until spring. Frozen walls are not a legal substitute for trench protection.
How long does a Calgary sewer line replacement take from start to finish?
The crew is typically on site one to three days for open cut, about a day for lining or a spot repair, and one to two days for bursting. From first camera to finished restoration, a planned job usually takes a few weeks.
Is trenchless sewer replacement available in Calgary?
Yes. Lining and pipe bursting are both used on Calgary laterals. Sags, collapses, tight bends and cobble can rule one or both out; the camera footage decides.
Does trenchless replacement need a permit and locates?
Treat it as permit work and confirm with the City for your job. Every access pit or excavation needs locates like any other dig.
Who books the plumbing inspection?
The permit holder, through 311 or a VISTA account. The City says next-day inspection requests must be made by 2 p.m.
Can the trench be filled before the inspector comes?
Not if the work must be inspected. Buried pipe cannot be seen, and exposing it later means digging again. Backfill waits for the inspection.
Why is there a mound, or a dip, over my new sewer trench?
Crews leave backfill slightly high because it settles, especially in clay or after winter work. A dip means more settlement than expected; a settlement top-up visit in the contract deals with either.
Do I need to tell my neighbours?
It is wise to, and necessary if you need their land, a shared driveway or a shared line. A short written notice with dates, hours and a contact prevents most problems.
What if my sewer line is shared with a neighbour?
Then both owners are involved. Confirm the layout on camera, check for any registered agreement with a lawyer, and agree scope and cost sharing in writing before work starts.
How do I check a contractor's City business licence?
The City of Calgary's hiring-a-contractor page links to a lookup of licensed trade contractors. The City says contractors must hold a valid City business licence to obtain trade permits.
What is a WCB clearance letter and do I need one?
It is a WCB-Alberta letter confirming a contractor's coverage and good standing. Without one, you may be liable for the contractor's unpaid premiums. Get it before hiring and before final payment.
What records should I keep after the job?
Before and after videos with logs, the permit number and inspection result, the locate ticket, an as-built sketch with distances and depths, the pipe details, the written warranty, invoices and any 311 correspondence.
Do the City's online records show my private sewer pipe?
No. The City's public service line records cover only the City-owned section from the main to the property line. The private portion on your lot may be another material and another age.
What will my Calgary sewer line replacement cost?
It depends mainly on depth, surface, access, season and method. CalgarySewerReplacement.com covers Calgary cost ranges and estimates; this site's cost page explains which steps drive the price.
How do I become a plumber in Calgary?
Plumber is a compulsory certification trade in Alberta. The Government of Alberta's Tradesecrets site explains the apprenticeship route, in which apprentices register and work under a certified journeyperson.
Where does my sewer line leave the house?
Below the basement floor, on the side facing the City's main. Follow the pipe from the main cleanout toward a foundation wall, then check the City's service line record for your address to see where its section meets your property line. See the guide to finding where your sewer line runs.
Does an infill or rebuild in Calgary need a new sewer service to the street?
Often. The City recommends assessing existing water and sewer lines for every renovation and infill and replacing inadequate ones, re-use of a water service needs City approval, and connections in the right-of-way must be built by an indemnified contractor.
Should a backwater valve go in if the basement floor is being opened?
It is the best time to decide. The National Plumbing Code 2020 requires protection for fixtures below the adjoining street that are subject to backflow, and a City advisory limits a normally open valve to one dwelling unit, which matters in homes with suites.
What should a Calgary sewer replacement quote list besides the price?
The measured scope, who holds the permit, both locates, trench protection, inspection before backfill, restoration by surface, records, unit rates for surprises and a clear list of exclusions such as boulevard work or concrete.
Can we stay home while our sewer line is being replaced?
Most households do. Plan around the no-drain windows, keep children and pets away from the trench, expect the driveway to be blocked, and tell the crew immediately about any sewer smell or water at a floor drain.
I am planning a deck or landscaping. Should I think about the sewer line?
Yes. Any digging needs locates first, and building a deck, patio or retaining wall over the lateral makes future camera work and replacement harder. Trace the line and keep access clear; ask 311 about any permit the project itself needs.
